Your sewer lateral is the single most expensive system a buyer can inherit, and it is one of the very few a standard home inspection is not required to look inside. InterNACHI is explicit about it: “performing a sewer scope inspection is not required by InterNACHI’s Home Inspection Standards of Practice.” The same is true under ASHI, which excludes underground and subsurface systems outright. That means unless someone puts a camera in the line, nobody in the transaction knows what condition it is in — including the seller.

What a Sewer Scope Inspection Actually Is
A sewer scope is a live video inspection of the sewer lateral — the buried pipe that carries everything from your home’s plumbing out to the city main or septic tank. We access the line through a cleanout, a pulled toilet, or another available entry point, and push a self-levelling camera head on a flexible rod the full run of the pipe, usually 40 to 100 feet.
On the way through, we are reading three things: the material the pipe is made of, which tells us how much life it has left; the condition of the joints, which is where almost everything goes wrong; and the grade, meaning whether water is actually moving downhill or sitting in a low spot. When we find a defect, we mark its distance from the entry point so a plumber can dig once, in the right place, instead of exploring your yard.
You get the footage, still images of anything we flag, and a plain-English summary of how serious it is and what happens if you do nothing. A typical scope takes 30 to 60 minutes and is normally done during the same visit as your home inspection.
What We Find Down There
Root Intrusion
The number one cause of blockages nationally. Peer-reviewed research puts tree roots behind more than 50% of all sewer blockages in the United States. Roots find a hairline gap at a joint, thicken inside the pipe, and eventually break it open.
Bellies and Sags
A section that has lost its downhill fall, so water and solids pond instead of draining. Northern California’s expansive clay soils are a leading cause — the Colorado Geological Survey measures swelling pressures in expansive clay reaching 30,000 pounds per square foot, more than enough to shift a buried pipe off grade.
Offset Joints
Ground movement pushes two sections out of alignment, leaving a lip that catches paper and grease. Common in clay lines, and common in areas with seasonal soil movement or heavy truck traffic overhead.
Channeling and Corrosion
In cast iron, the invert — the bottom of the pipe — corrodes away first, leaving an open trough running through the line. From the top the pipe looks intact. On camera it is unmistakable.
Deformed Orangeburg
Bituminized fiber pipe softens with age and flattens under the weight of soil above it. As one municipal engineering department describes it, the pipe “loses its circular cross section.” Once ovaling starts, the line is on borrowed time.
Blockages and Debris
Grease, wipes, scale, and — in newer construction more often than you would think — grout, mortar and construction debris left in the line by the builder and never flushed out.

The Pipe Under Your House Tells You How Worried to Be
Before we run the camera, the year the home was built already narrows the possibilities. Sewer laterals were built out of six main materials over the last century, and each one fails in its own signature way on a specific timetable. This is the single most useful table on this page — find your home’s era, and you know what we are looking for.

How to Read That Table for Your Own Market
Median build years vary enormously across the region we cover, and that single number changes the odds more than anything else. Using the Census Bureau’s 2020–2024 American Community Survey, the median owner-occupied home was built in 1942 in Oakland, 1968 in Concord, 1970 in Hayward, 1976 in Sacramento and Fremont, 1985 in Stockton, 1986 in Antioch, 1987 in Merced and 2000 in Elk Grove.
Practically: a typical Oakland or Concord house is squarely in clay, cast-iron and Orangeburg territory and is past the service life of all three. A typical Stockton, Antioch or Merced house is on the ABS/early-PVC side, where the pipe itself is probably fine and the question is whether the trench was done properly. A typical Elk Grove house is young enough that the realistic finding is a belly or leftover construction debris. Same inspection, very different expectations — and that is exactly why a scope is worth doing rather than guessing.

Here is the number that matters, though: what you are buying is not the scope, it is the option to walk away or renegotiate. These are 2026 national repair figures, and Northern California generally sits at or above the middle of these ranges.

Two things that blow those numbers up. First, work in the public street: an encroachment permit, traffic control and pavement restoration all stack on top of the per-foot cost, and permits alone run up to $1,000. Second, a lateral running under a slab, which adds roughly $150 to $350 per foot for the trenching alone. If either applies to the house you are buying, a $225 inspection is not an expense, it is due diligence on a five-figure liability.

Who Actually Owns the Pipe — and Why That Changes Everything
Almost nobody explains this part, and it is the difference between a $900 problem and a $12,000 one. In most Northern California cities the lateral is split into two pieces. The upper lateral runs from your house to a cleanout near the property line, and it is yours. The lower lateral runs from there to the main under the street, and depending on where you live it may belong to the city.
That split is the whole reason a scope pays for itself. If the camera finds the defect at 18 feet, on your side of the cleanout, it is your bill. If it finds it at 55 feet, past the cleanout, in a city that maintains lower laterals, it is not your bill at all. Without footage and a measured distance, you have no way to make that argument — and no plumber is going to make it for you.

Where We Run Sewer Scopes
We serve seven counties. This is not a list of cities we would drive to — the pipe reality is genuinely different in each of these areas, and so is the paperwork.
San Joaquin County
Stockton, Lodi, Manteca, Tracy, Lathrop, Ripon, Escalon, Mountain House and River Islands. This is home for us and the bulk of our work. Central and north Stockton, the Miracle Mile, Victory Park and the Magnolia district are old enough for clay and cast iron; Lodi’s mid-1970s core sits right on the Orangeburg/early-ABS boundary. Weston Ranch, Spanos Park, Manteca and Tracy are largely ABS and PVC, where the finding is usually a belly rather than a broken pipe.
New construction in Lathrop and River Islands deserves its own mention: young engineered fill settles, and a lateral installed in it can develop a sag within the first few years. We also routinely pull mortar, grout and drywall mud out of brand-new lines. A new home is not a reason to skip the scope — it is one of the better reasons to do one, especially before the builder’s one-year warranty window closes.
Stanislaus County
Modesto, Turlock, Ceres, Riverbank, Oakdale, Salida and Patterson. Modesto’s College Area, La Loma, Graceada Park and Wycliffe neighbourhoods are pre-war and pre-plastic — clay laterals with mortar joints, mature street trees, and roots. Turlock and Ceres skew to the 1980s, where ABS is the norm and the questions are grade and bedding. Well-and-septic properties on the fringes get a different conversation entirely, and we will have it with you.
Sacramento County
Sacramento, Elk Grove, Galt, Folsom, Rancho Cordova and Citrus Heights. The median owner-occupied home in the City of Sacramento was built in 1976, which puts a large share of the housing stock right at the cast-iron and early-plastic transition. Elk Grove’s median is 2000 — young pipe, but the exact era where a belly from settling backfill is the realistic finding. Both fall under the SacSewer upper/lower split described above, so measured distance from the cleanout matters here more than almost anywhere.
Contra Costa County
Antioch, Brentwood, Oakley, Pittsburg, Concord, Walnut Creek and Discovery Bay. Three separate realities in one county:
Oakley. Ironhouse Sanitary District requires a CCTV sewer lateral inspection and a compliance certificate upon the sale of any property more than 20 years old. This is a hard requirement, not a recommendation, and it also triggers on building permits valued at $25,000 or more where no inspection has been done in the past 20 years.
Antioch. No point-of-sale requirement. Delta Diablo states plainly that it does not require sewer lateral certifications for property sales and that condition assessment is the homeowner’s responsibility — which is precisely the gap a private scope fills. With a median owner-occupied build year of 1986, most Antioch laterals are ABS or early PVC; the older Rivertown core and the 1950s–70s tracts around it are where clay still turns up.
Concord, Walnut Creek and the Central San service area. No point-of-sale ordinance, but the owner is responsible for the entire lateral to the main including the portion under the street. Concord’s 1968 median build year plus full-length owner responsibility is the highest-exposure combination we see anywhere in our service area.
Alameda County
Oakland, Alameda, Albany, Emeryville, Piedmont, Castro Valley, Hayward, San Leandro, Fremont, Livermore, Pleasanton and Dublin. Two overlapping programs make this the most regulated part of our service area:
The EBMUD Regional Private Sewer Lateral Program covers Alameda, Albany, Emeryville, Oakland and Piedmont (along with El Cerrito, Kensington and the Richmond Annex across the county line). A compliance certificate is required when a property is sold, when a remodel exceeds $100,000, or when the water meter size changes. The certificate lasts 7 years, or 20 years if the lateral is fully replaced. Berkeley operates its own separate program.
Castro Valley Sanitary District runs its own ordinance: every property sold within its boundaries must have a valid certificate before close of escrow, valid 10 years after a passing test or partial repair and 30 years after full replacement.
An important and honest distinction. EBMUD issues its certificate on the basis of a pressure or exfiltration test witnessed by EBMUD personnel — a camera inspection by itself does not earn the certificate. EBMUD describes video as the tool that shows the contractor and owner what work is required. So a sewer scope is the step before compliance, not compliance itself: it tells you what you are walking into, what the repair is likely to cost, and whether you should be negotiating that cost onto the seller before you sign. With Oakland’s median owner-occupied home built in 1942, that is not a small number to find out about after closing.
Merced County
Merced, Atwater, Los Banos, Livingston and Delhi. Median owner-occupied build year in the City of Merced is 1987 — mostly ABS. Worth knowing before you buy: City code puts house and building sewer lines and their connections entirely on the owner, with no City maintenance responsibility, so there is no lower-lateral safety net here.
Calaveras County
Foothill properties around Valley Springs, Copperopolis, San Andreas, Angels Camp and Murphys. A much higher share of septic systems, longer runs to the tank, cabins and vacation properties with decades of light seasonal use, and rocky ground that is punishing on both the original install and any future repair. Scoping matters here for a different reason: repairs cost more when the excavator has to work through rock.

When You Should Definitely Get One
- Any home built before about 1980. Clay, cast iron and Orangeburg are all past or near the end of their service lives.
- Mature trees anywhere near the line. Roots are behind more than half of all sewer blockages nationally.
- Buying in Oakley. Ironhouse Sanitary District requires a CCTV inspection and certificate on the sale of properties over 20 years old.
- Buying in Oakland, Alameda, Albany, Emeryville, Piedmont or Castro Valley. A lateral compliance certificate is required to close escrow. Find out what the pipe looks like before you inherit that obligation.
- Buying in Central San territory — Concord, Walnut Creek, Danville, Lafayette. You will own the lateral all the way to the main, under the street included.
- Planning a remodel over $100,000 in EBMUD territory. That triggers the certificate requirement on its own, with no sale involved.
- Slow drains, gurgling fixtures, repeat backups, or a patch of lawn that is greener and wetter than the rest.
- Brand-new construction, before the builder’s one-year warranty runs out.

Video is the diagnostic step — EBMUD itself describes it as the tool that shows what work is required. A scope tells you what the repair will involve and what it should cost, before you commit to a purchase that comes with that obligation attached.
Is a sewer inspection required when selling a home in Northern California?
It depends entirely on the jurisdiction. In Oakley, Ironhouse Sanitary District requires a CCTV inspection and compliance certificate on the sale of any property over 20 years old. In Oakland, Alameda, Albany, Emeryville and Piedmont, the EBMUD program requires a lateral compliance certificate to close escrow, and Castro Valley Sanitary District has its own equivalent. We are not aware of a point-of-sale requirement in San Joaquin, Stanislaus, Sacramento or Merced counties — but in those areas the buyer carries the whole risk, which is why private scopes are common there.
What if the house has no sewer cleanout?
We can often access the line by pulling a toilet, and in some homes through a roof vent or another available opening. Tell us in advance if you know there is no cleanout so we can plan the access, and be aware that a missing cleanout is itself worth noting — in Manteca, the City’s maintenance of the lower lateral is conditioned on a compliant cleanout at the back of sidewalk.
Who pays if the defect is in the city’s portion of the line?
In cities that maintain the lower lateral — Stockton, Manteca and Tracy among them, along with SacSewer in unincorporated Sacramento County — a defect past the cleanout is generally the agency’s responsibility, not yours. That claim is far easier to make with dated footage and a measured distance from a third-party inspector than with a plumber’s verbal description. In Central San territory and the City of Merced, by contrast, the owner is responsible for the entire run.
